		<description>Palmerston North city council *is* in the wrong over this. They changed the bags from decent paper bags to flimsy plastic. If they didnt give us bags that are prone to splitting we would not have the problems. I dont have time to get my bags out in the morning so will be putting them out the night before as I always do.</description>
